1. Overview

1.1 Introduction

The TikTok Shop by Tokopedia Restricted and Unsupported Products Guidelines have been drafted with the express purpose of:

• Building a positive shopping environment on TikTok Shop by Tokopedia; and
• Providing a shopping experience that consumers can have confidence in.

All sellers who offer products for sale via TikTok Shop by Tokopedia must do so in accordance with these guidelines.

1.2 Scope

TikTok Shop by Tokopedia Restricted and Unsupported Products Guidelines cover restricted product categories and related requirements for sellers who wish to list such products. It is important to note that if a product type falls under more than one category below, it must meet all the applicable requirements before being listed on our platform.
Sellers who wish to sell any restricted products listed below must obtain the necessary approvals set out in these guidelines. Additionally, sellers may also sell certain categories of products only if they have been given approval to do so via TikTok Shop by Tokopedia's limited "invite-only" process. Lastly, sellers are not allowed to sell any Unsupported Products listed in Section 6.
Important Note: We may take enforcement actions against sellers or creators who breach these guidelines in accordance with our Seller Performance Evaluation Policy and Merchant Terms of Service. Sellers are also responsible for ensuring that the listing, sale, and provision of products on TikTok Shop by Tokopedia comply at all times with applicable laws and regulations.
These guidelines are intended to facilitate seller compliance. They are not exhaustive and are not intended as legal advice. We encourage sellers to seek independent legal advice if they have questions about the laws and regulations concerning their products.
In addition to these restricted product guidelines, we have separately published our TikTok Shop by Tokopedia Prohibited Product Guidelines outlining classes of products that must not be sold on our platform under any circumstances. Sellers must ensure they also comply with these guidelines before listing any products.
Our TikTok Shop by Tokopedia Guidelines are updated periodically. Sellers are responsible for checking this page regularly to ensure that they comply with our current guidelines.

2. Definitions

• Prohibited Products refer to products banned by local law or regulation and not allowed for sale on TikTok Shop by Tokopedia.
• Restricted Products refer to certain types of products that require prior approval from TikTok Shop by Tokopedia to be sold. Sellers who wish to sell restricted products may be required to pass a category approval process before selling such products. This process may require sellers to submit documents including but not limited to certifications, testing reports, product or package images, and other regulatory documentation.
• Unsupported Products refer to certain types of products that are currently prohibited from being sold on our platform. While sellers may have the necessary qualifications or permissions for selling these products, TikTok Shop by Tokopedia does not currently support their sales on the platform.
• "Invite-only" products refer to specific product categories that sellers can only sell if they have been onboarded through an "invite-only" process.

3. Restricted Product Categories (Product Categories that Require Approval)

All sellers who wish to sell restricted products will be required to submit mandatory product attributes and pass a product approval process under this classification on TikTok Shop by Tokopedia. Mandatory product attributes are product features or attributes that help customers make an informed decision before purchasing. This process requires sellers to submit documents including but not limited to certifications, testing reports, product/package images, or other government-issued documentation and aid in:

• Describing a product's properties or functions
• Providing proof of a product's regulatory compliance
• Informing customers of any potential safety risks related to a product's functionality and use

The guidelines below set out the relevant requirements sellers must meet before making a submission to sell certain categories of restricted products. We may verify the submitted documents for compliance, verification, and validation purposes. Sellers who fail to pass the product approval process are prohibited from selling restricted products on our platform.

3.1 Selected Baby and Maternity Products (Restricted)

Sellers who wish to list baby and maternity products must ensure that all products have obtained all necessary product qualifications to be sold in Indonesia, and may also be required to submit the relevant documentation on TikTok Shop by Tokopedia's request including but not limited to:

• Distribution permit from the Ministry of Health, for the following categories below:
  • Breast pumps
  • Baby bottles
  • Disposable diapers
• SNI (Standar Nasional Indonesia) certificate, for the following categories below:
  • Baby clothing, including cloth diapers

Note: Sellers must also obtain an invitation from TikTok Shop by Tokopedia to sell certain baby and maternity products listed in Section 4 ("Invite-only" Product Categories).

3.2 Beauty and Personal Care Products (Restricted)

Sellers who list beauty and personal care products must ensure that all product details are appropriately described and labelled. Sellers may also be required to submit documents showing that the product(s) are safe for customers and compliant with relevant laws and regulations. All information provided must be accurate.
Below is a list of supporting documents/information that may be required for submission.

• Notification Number/ Badan Pengawas Obat dan Makanan (BPOM)
• Name and complete address of the seller
• Image(s) of packing labels containing all mandatory information required by relevant laws and regulations
• Cosmetic product name
• Functions
• Usage instructions
• Ingredients
• Name and country of origin of production
• Batch number
• Size, content, or net weight
• Expiration date
• Warning/caution statements
• Other details where applicable

Note: There are products within this category that must not be sold on our platform under any circumstances. Some examples include:

• Beauty and personal care products that have medical claims or applications. This includes but is not limited to claims indicating a product is intended to be used to diagnose, cure, mitigate, treat, or prevent disease in humans or animals
• Beauty and personal care products that are prohibited for sale or distribution by government agencies due to e.g. hazardous materials/ingredients
• Beauty and personal care products that are restricted or recommended for professional use only
• Beauty and personal care products which claim or are marketed as helping with weight management

Please refer to our TikTok Shop by Tokopedia Prohibited Product Guidelines for a full list of products that must not be sold on our platform.

3.3 Food & Beverages (Restricted)

Sellers must ensure that all food sold on TikTok Shop by Tokopedia has proper packaging and a reasonable remaining shelf life. Perishable products should also have details of the product's expiration dates indicated visibly in the product description.
Sellers who wish to list these types of products may be required to submit documents showing that the product(s) are safe for customers and compliant with relevant laws and regulations.
Below is a list of supporting documents/information that may be required for submission:

• Valid certification(s) issued by an authorized certification body including but not limited to a BPOM (Badan Pengawas Obat dan Makanan) license, SPP-IRT (Sertifikat Produksi Pangan Industri Rumah Tangga) and/or PSAT (Produk Segar Asal Tumbuhan) certificate.

Note: expired certificates, or nearly expired certificates (within 30 calendar days of the product's expiration date) will not be accepted by TikTok Shop by Tokopedia.

• Images of packing labels containing all mandatory information required by relevant laws and regulations
• Product name
• Ingredients
• Net weight or content
• Name and address of the product's producer or importer
• Halal certification (where applicable)
• Production date and batch number
• Expiry date
• Sources of the product's listed ingredients (i.e., sourced from certain animals or genetically modified/irradiated ingredients)
• Shelf life information
• Storage conditions
• Other details where applicable

Note: There are products within this category that must not be sold via TikTok Shop by Tokopedia under any circumstances. Please refer to Section 5 "Unsupported Products," for more information.

3.4 Food Supplements (Restricted)

Sellers who wish to list food supplement products, including vitamins and supplements for baby and maternity purposes, may be required to submit documents showing that the product(s) are safe for customers and compliant with relevant laws and regulations.
Below is a list of supporting documents/information that may be required for submission:

• Valid certification(s) issued by an authorized certification body including but not limited to a BPOM (Badan Pengawas Obat dan Makanan) license
• Images of packing labels containing all mandatory information required by relevant laws and regulations
• Product name
• Ingredients
• Net weight or content
• Name and address of the product's producer or importer
• Halal certification (where applicable)
• Production date and batch number
• Expiry date
• Warning/caution statements
• Other details where applicable

Note: Food supplements which claim or are marketed as helping with weight management are unsupported and cannot be sold on TikTok Shop by Tokopedia. Please refer to section 5.17 below for more details.

3.5 Household Medical Devices for Personal Use (Restricted)

Sellers who wish to list medical devices for personal use may be required to submit documents showing that the product(s) are safe for customers and compliant with relevant laws and regulations, this includes but is not limited to Medical Device Distribution Permits (Izin Edar Alat Kesehatan) issued by the Ministry of Health.

4. "Invite-only" Product Categories

Sellers may only sell within the following categories if they have been onboarded via a limited, "invite-only" process.

4.1 SIM Cards, Mobile Top-Ups, and Mobile Data ("Invite-only")

SIM cards, mobile top-ups, and mobile data products can only be sold if a seller has been onboarded via a limited, "invite-only" process. In order to be invited, a seller must be a representative of either a Telco Company or an Aggregator appointed by TikTok Shop by Tokopedia.

4.2 Selected Baby and Maternity Products ("Invite-only")

Selected baby and maternity products listed below can only be sold if a seller has been onboarded via a limited, "invite-only" process.

• Growth formula milk for children above the age of one (1)
• Infant formula for children below the age of one (1) (including powders and liquids)

4.3 Precious Metals, Jewellery Accessories and Derivatives ("Invite-only")

Precious metals, including jewellery made of / containing precious metals listed below, can only be sold if a seller has been onboarded via a limited, "invite-only" process. Sellers are required to provide a business license to sell jewellery or precious metal to be invited.

• Diamond
• Platinum
• Gold (24k/carat gold)

4.4 Health Monitoring Devices & Self-Test Kits ("Invite-only")

Health monitoring devices and self-test kits designed and intended for home use (e.g. glucometer) can only be sold if a seller has been onboarded via a limited, "invite-only" process.

4.5 Automotive ("Invite-only")

Motorbikes can only be sold if a seller has been onboard via a limited, "invite-only" process.

5. Unsupported Products

All unsupported products are currently prohibited from being sold on TikTok Shop by Tokopedia.
While sellers may have the necessary qualifications or permissions for selling these products locally, TikTok Shop by Tokopedia does not support the sale of the following products on our platform:

5.1 Selected Medicines and Medical Devices (Unsupported)

Selected Medicines and Medical Devices are currently unsupported on TikTok Shop by Tokopedia.

• Prescription medicines. This includes but is not limited to:
  • Medicines that require a doctor's prescription
  • Medicines that are not sold freely on the market

Hard drugs

Narcotics

Standard prescription medicine

• Medical devices and products except for those defined in section 4.7 above. Medical devices/products include but are not limited to medical instrument, apparatus, appliance, software, or material. This also includes:
  • Any device or product intended for diagnostic and/or therapeutic purposes.
  • Any device or product designed and intended for professional use only
  • Any device or product that requires a prescription, application, fitting, or sale by a doctor, optician or other healthcare providers
  • Any product that claims to promote sexual organ enhancement
  • Any product that claims to be an aphrodisiac or enhances sexual ability

5.2 Over-the-Counter (OTC) Medicine ("Unsupported")

OTC medicine products are currently unsupported on TikTok Shop by Tokopedia. OTC medicine products are products with the following logos on their packaging:

5.3 Alcohol, Tobacco and E-cigarettes (Unsupported)

Alcohol, tobacco, e-cigarettes, and related products are currently unsupported on TikTok Shop by Tokopedia.

• Alcohol, tobacco, e-cigarettes, and related products. This includes but is not limited to:
  • Alcohol and/or food/beverages containing alcohol
  • E-cigarettes and related products
  • Tobacco, or any product that contains tobacco, including but not limited to cigarettes, cigars, dipping tobacco, chewing tobacco, tobacco pipes, vaporizer devices, electronic cigarettes, or similar devices and their refill cartridges/liquids
  • Other smokeless tobacco products
  • Shisha or hookah products
  • Smoking apparatuses, including pipes and rolling papers

5.4 Virtual Products (Unsupported)

Various virtual products are currently unsupported on TikTok Shop by Tokopedia.

• Virtual products. This includes but is not limited to:
  • Memberships, services, warranties, or subscriptions
  • Digital downloads of books, magazines, newspapers, music, videos
  • In-game products (such as virtual weapons and skins) and currency (such as credit for purchasing in-game products)
  • Codes or physical cards with codes to access virtual credit
  • Rechargeable/top-up cards
  • Online game products such as game currency, game recharge, game account products and game assistance cards.

5.5 Services (Unsupported)

Services are currently unsupported on TikTok Shop by Tokopedia.

• Services. The sale of services is currently unsupported on TikTok Shop by Tokopedia. This includes but is not limited to:
  • Any type of job promotion
  • Travel services
  • Construction services
  • Lawn care
  • Electrician services
  • Plumbing and cleaning services
  • Automotive services
  • Recycling services
  • Fitness guidance
  • Financial services
  • Veterinary or animal-related services
  • Show tickets
  • Shares, securities or other postage
  • Any service that claims to increase online traffic.
  • Any service that claims to assist users with access to platform tools or portals.
  • Medical services such as paternity testing, fetal testing, acupuncture, tattooing, cosmetic surgery, psychological counselling, fat reduction, consultation, counselling on methods of increasing height, or disease treatment

5.6 Political Products (Unsupported)

Political products are currently unsupported on TikTok Shop by Tokopedia.

• Political products. Political products are products that contain or refer to political elements. Products are considered political if they are:
  • Related to a politician, political party, or political figure.
  • Related to campaigns or elections.
  • Related to political issues of public debate.
  • Advocate for or against a politician or a political party

Note: The platform will evaluate and determine, at our own discretion, if a violation is present and take necessary actions where applicable.

5.7 Second-Hand Products (Unsupported)

All types of secondhand products (used or refurbished) are currently unsupported on TikTok Shop by Tokopedia.

5.8 Living Animals and Certain Types of Animal-related Products (Unsupported)

Living animals and certain types of animal-related products are currently unsupported on TikTok Shop by Tokopedia.
This includes but is not limited to:

• Living animals, including pets
• Any animal body parts
• Hunting equipment or tools that are potentially harmful to animals or humans
• Cockfighting “slasher” knives
• Prong collars and any other collars that have inward-facing spikes
• Glue traps for vertebrates
• Animal traps and other traps that may be used for trapping animals (e.g., Cat traps)
• Animal traps and other traps claiming that they can be used for trapping animals.
• Products or media that promote any form of animal abuse
• Electrostatic dog collars (including both training and containment systems)

5.9 Coins, Cash, Gift cards and Financial Products (Unsupported)

Coins, cash, gift cards and other financial products are currently unsupported on TikTok Shop by Tokopedia.
This includes but is not limited to:

• Any coins or paper money (whether collectable or circulating) that have a legal tender status in any country
• Replica or counterfeit coins, stamps and paper money, such as banknotes, bonds, money orders, silver certificates, gold certificates and other derivatives
• Equipment designed to create counterfeit coins, stamps, or paper money
• Cash equivalent instruments, including bitcoin, money orders, travellers' cheques, and other stored value instruments
• Gift cards, coupons, gift certificates, electronic stored-value redemption codes or other similar items
• Stocks and securities
• Products or services that offer the sale or purchase of virtual currencies. This includes, but is not limited to:
  • Virtual currencies based on blockchain technology, including but not limited to Bitcoin, Litecoin, Dogecoin, Biocoin, Quarkcoin, Unlimited Coin, Cocoa Coin, Penny Coin, PPCoin or NameCoin
• Gold or silver products that are not stamped in compliance with applicable laws
• Financial products and services. This includes but is not limited to the provision of funds, insurance, stocks, loans, money transfer, and other financial management services. This includes but is not limited to:
  • Loan services
  • Loan promotion services
  • Investment and wealth management services
  • Securities services
  • Fund services
  • Financial cash-out services
  • Software tools or terminal equipment with the function of securities or futures investment consulting services
• Tax receipts
• Loan services, loan promotion services, investment and wealth management services, securities services, fund services, financial cash-out services
• Bills/receipts/invoices. This includes but is not limited to air tickets, train tickets, invoices, foreign trade documents, drafts, customs invoices, bills of lading, certificates of origin, customs declarations, inventory documentation, commodity inspection documentation.
• Commodities that function as securities or futures investment consulting services. This includes but is not limited to software tools or terminal equipment.
• Repayment software or services, including but not limited to third-party payment platforms or credit card repayment.

5.10 Sexual Wellness Products (Unsupported)

Sexual health products are currently unsupported on TikTok Shop by Tokopedia. This includes but is not limited to:

• Condoms
• Lubricants

5.11 Real Estate/Property (Unsupported)

Real estate or properties are currently unsupported on TikTok Shop by Tokopedia. This includes but is not limited to:

• Residential housing
• Buildings
• Hotels

5.12 Automotive Vehicles (Unsupported)

Automotive Vehicles are currently unsupported on TikTok Shop by Tokopedia. This includes but is not limited to:

• Cars

5.13 Other Weapons (Unsupported)

• Nunchucks
• Fishing spears/spearguns
• Bowfishing arrows
• Any other items designed to cause harm to individuals or may have the potential to be modified as weapons

5.14 Military Uniform and Attributes (Unsupported)

Military uniforms and attributes are currently unsupported on TikTok Shop by Tokopedia. This includes but is not limited to:

• Uniforms (police or military), hats, badges, insignia, epaulettes

5.15 Weight Management Products (Unsupported)

Weight management products and products which claim to help with weight management, whether in the form of pills, powder, powdered drinks, gummies, jellies or otherwise, are currently unsupported on TikTok Shop by Tokopedia.

5.16 Other Unsupported Products

• High-powered laser pointers
• Lighters
• Tongue stud guns, earring guns, nose ring guns and other skin piercing tools
• Tattoo machines, tattoo needles, tattoo paints and other tattoo-related tools. Does not include temporary tattoos.
• Mystery Boxes. This includes, is not limited to, surprise boxes, mystery pouches, mystery bundles, or any products that allow customers to receive random or random variations products.
• Products that are distributed through a random draw from a pool of items. This includes but is not limited to scooping games, lucky dip or raffles.
• Products and services that involve the following:
  • Supernatural and mystical topics
  • Black magic or witchcraft
• Defective Products
• Fireworks/firecrackers. This includes but is not limited to skyrockets, flares, sparklers.
• Flammable gases. This includes but is not limited to fire extinguishers, butane lighters, lighter refill gas, liquid petroleum gas, butane gas, and other flammable gases.
• Flammable liquids. This includes but is not limited to, kerosene, thinner, isopropyl alcohol, ethanol alcohol, acetone, turpentine, and other flammable liquids.
• Flammable Solid. This includes but is not limited to, lighters/firestarters, matches, aluminium powder, metal powder, flint and lighter wicks.
• Oxidizing substances and organic peroxides. This includes but is not limited to hydrogen peroxide, potassium permanganate, potassium chlorate, ammonium nitrate fertilizers.
• Chloroform, chlorine, infectious and/or biological substances.
• Corrosive substances. This includes but is not limited to nitric acid, sodium hypochlorite, sulfuric acid, sodium hydroxide/caustic soda.
• Dry ice
• Products that contain large quantities of magnetic balls or cubes (for example nanodots, buckyballs, magnet balls)

6. Brand Approval

TikTok Shop by Tokopedia is dedicated to protecting the rights of all Intellectual Property (IP) holders. Sellers who wish to list products on our platform must do so in accordance with local regulations, laws, and our TikTok Shop by Tokopedia Intellectual Property Guidelines.

7. Further Information and Audit

TikTok Shop by Tokopedia may review and audit product listings at any time. Random audits may also be performed to identify any changes in listing information that violates this page's guidelines.
Product detail pages that violate these Restricted Product Guidelines may be removed. We may also temporarily or permanently suspend the selling privileges of sellers who are involved in severe or repeated violations. We may take any additional enforcement actions as outlined in our Seller Performance Evaluation Policy and Merchant Terms of Service. Lastly, we reserve the right to report sellers who violate local laws and regulations to the necessary legal authorities.

8. Appeal

Sellers who believe their products were blocked or removed erroneously can raise a ticket through Seller Center to file an appeal. If the product is found to be permitted for sale, appropriate adjustments to our systems and the seller's account status will be made.
