We are introducing the Horizon+ program to help boost conversion for buyers outside of Java island. Sellers will be automatically enrolled in this program without incurring any additional fee and can opt out at any time.

What is the Horizon+ Program?

The new Horizon+ program is designed to support better conversions and improve the shopping experience for buyers outside Java island who may be facing high shipping fees.
This feature automatically shifts a portion of the shipping fee paid by the buyer into a 'Distance Shipping Fee' that is determined and charged by our logistics service partner, resulting in a separate presentation of distance based shipping costs for deliveries outside Java Island. This feature helps provide clearer visibility into the components of shipping costs, so buyers can feel more confident at checkout and potentially improve conversion opportunities for your shop.
Any portion of the Distance Shipping Fee paid by the buyer that exceeds the charges imposed by the logistics service partner will be treated as a 'Platform Special Service Fee'. This fee is charged on orders with multiple items to support long-distance fulfillment, ensuring the cost-effective, timely, and secure delivery of your order.
The new price structure will not affect the platform fee. Sellers will not be charged more than the original price and incur no additional fee for participation.

Impact on Campaign & Seller Promotions and Calculation Example

If you have set up a seller-funded promotion or registered from campaign co-funded vouchers, the new price display may increase your final seller discount amount. Please review your current promotion settings and campaign registrations to minimise the impact.
Please note that the impact may vary across seller promotional tools depending on how each promotion was configured (e.g. Discount type, minimum thresholds). The examples below illustrate how the Distance Shipping Fee under different scenarios, including how it interacts with seller-funded promotions.
Example 1: Calculation when a seller uses "Fixed Price" discount type in Product Discount and Seller Flash Sale.

• In this order, seller discount will remain the same at 10,000 as the Fixed Price configured for the promotion remains the same.

Example 2: Calculation when a seller uses "Percentage off" discount in seller promotions

• In this order, the seller discount will increase from 10,000 to 13,000 as the 10% is calculated from the product price.

Example 3: Calculation when a seller sets a promotion that requires minimum spend thresholds

• In this order, the seller discount will increase from 0 to 13,000 as the buyer achieves the minimum spend due to the Distance Shipping Fee included in the product price.

Example 4: Calculation when a seller sets a Gift with Purchase promotion with a minimum spend threshold

• In this order, the inclusion of the Distance Shipping Fee in the product price allows the buyer to meet the minimum spend and qualify for the free gift.

Impact on Platform Fee and Calculation Example

The platform fee will be calculated from the product price after the discount has been applied and will not take the Distance Shipping Fee into account. As a result, sellers will not be charged more platform fees. Please refer to the example below for details on how the platform fee is calculated.

Important Note

If the Distance Shipping Fee exceeds the actual shipping fee of an order, the part surpassing the shipping fee will be considered revenue for that order.

• The part of the Distance Shipping Fee not exceeding the actual shipping fee is booked as a fee of the order under the name "Distance Shipping Fee" in the finance statement.
• The part of the Distance Shipping Fee exceeding the actual shipping fee is considered platform revenue.

How to Register or Withdraw from the Program

Automatic Enrolment

The good news is that most sellers will be automatically opted into this program on 21 January 2026. No action is required from you to participate.
You will be able to check your enrolment status on the Program & Services page.

Joining the Program (Manual Registration)

If you were not automatically enrolled, or if you previously withdrew and wish to re-join the program, you can register manually by following these steps:

1. Go to Seller Centre > Growth > Program & Services. From here, you will see the list of available services and programs you can register for.

2. Locate the Horizon+ Program and click Register or View Detail to learn more about this program.

3. Once you click Register, it will take effect immediately, and your price display for buyers outside of Java island will be adjusted accordingly.

Withdrawing from the Program

If you decide that you'd prefer not to participate, you can easily withdraw from the program on or after 21 January 2026 by following these steps:

1. Go to Seller Centre > Growth > Program & Services.

2. Locate the Horizon+ program and click Withdraw.

3. If you opt out, your product price and shipping fee display will immediately revert to the standard display for all buyers (both Java and outside Java island).

How to Check Which Orders Have the Distance Shipping Fee

We have implemented several changes on the Manage Orders page to help you identify orders with the Distance Shipping Fee more easily:

1. On the order card: You will see the Horizon+ Program tag next to the Order ID.

2. On the Order Detail page: The Horizon+ Program tag will be positioned next to the Order ID, and you will be able to see the breakdown of the buyer's payment, including the Distance Shipping Fee under the What Your Customer Paid section.

3. Use the Filter: You can use the 'Order Tag' filter to view all orders with a Distance Shipping Fee at once.

FAQ

1. Which orders will the Distance Shipping Fee be applicable to?

The Distance Shipping Fee is applicable to orders where the seller is located on Java and the buyer is located outside of Java. Please refer to the example scenarios below.

2. How much is the Distance Shipping Fee?

The Distance Shipping Fee is flexible and varies depending on the specific recipient city. Because the fee is calculated based on city-level routes, buyers in different locations will see different Distance Shipping Fee amounts.

3. How does the Distance Shipping Fee affect return and refund processes?

If the return or refund reason is seller-fault, the total amount will be refunded to the buyer. The product price, the shipping fee, and the Distance Shipping Fee will be borne by the seller. The Platform Special Service Fee (if any) will be refunded to the buyer and covered by the platform.
If the return is not due to seller-fault, the platform will bear the shipping fee (which includes the applicable Distance Shipping Fee) and the Platform Special Service Fee (if any). In this case, the seller is only required to refund the net earning of that order to the buyer.

4. Will the Distance Shipping Fee be available in Live?

No. Buyers outside of Java island will see the original price in Live sessions, which might be different from the price they see on the Shop Tab.

5. How does the Distance Shipping Fee impact affiliate commission for creators?

Similar to the platform fee, the affiliate commission will be calculated based on the product price after the discount has been applied and will not take the Distance Shipping Fee into account. As a result, sellers will not pay more in affiliate commissions.

6. How does the Distance Shipping Fee impact my ongoing seller promotions?

If you have already set-up seller funded promotions, they will remain active and continue as scheduled. The new price with the Distance Shipping Fee may impact the final seller discount amount. Additionally, Gift with Purchase promotions will also be impacted as some buyers may qualify for free gifts due to higher product prices.

7. How will the Distance Shipping Fee impact Seller Flash Sale and Campaign Price Criteria?

Distance Shipping Fees might impact price validations when joining campaigns with campaign price criteria, but will not impact Seller Flash Sale set up via the Promotion Tool.

• Seller Flash Sale: Orders from the Horizon Program will be excluded from the price requirement calculation for all types of Seller Flash Sale (All channels, LIVE Flash Sale, Creator LIVE Flash Sale). For normal orders, the price requirement remains unchanged.
• Campaign Price Criteria: Orders from Horizon Program will not be excluded from the Campaign price criteria calculation. The lowest price in the last 30 days will be calculated by removing the Distance Shipping Fee for orders from the Horizon Program.
